History

It was only a few years ago, prior to the starting of SEC in 2006, that there were almost no services in Shanghai for foreign families and children with special needs.  The original idea for Special Education Consulting came in 2005 when Dr. Shari Rosen and Dr. Rodney Aho first met and were discussing the lack of services for children with special needs.  At the time, Rodney was working at a large international school and saw children on a daily basis that needed special programs.  Shari was consulting in many of the international schools and meeting parents that were desperate to find services for their children.  They decided that something needed to be done and set out to do it.

Shortly thereafter, Monte Rosen, Shari’s husband, joined the effort.  Monte was stirred by the thought working with families and children with special needs, something he had done many years ago.  Monte’s business experience provided a key element to the effort and he set out working on business plans and leading the operational effort.

The fourth member of the team, Andrew Hill, joined the effort a few months later when he first heard about the efforts of Shari, Rodney, and Monte.  Little did he know that the project would become such a consuming passion.  Andrew has been in China since 1989 and has been involved with starting many businesses and organizations.  His invaluable experience of working with Chinese authorities, plus his consultation and business acumen, provided the missing piece that would allow them to jump start the effort culminating in the first program starting in September 2006.

The key dates in our history are:

December 2005:  Special Education Consulting, Shanghai launched
September 2006: Business license received; the first ever full-time program for foreign children with special needs starts in the Songjiang District of Shanghai
February 2007:  First ever early intervention program starts, Changning District of Shanghai
August 2007:  Second year of programs start at our new location, the Creative Garden Program Center, Changning District of Shanghai
October 2007: Papers filed to start a non-profit foundation for working with Chinese families and special educators
